Job Title: Deputy Director of Systems and Analysis Agency: New York City Department of Parks & Recreation

Major Responsibilities:
Under executive direction, assist in the oversight of the Systems and Analysis Resource team in our Capital Projects Division. Use, develop and/or implement new technologies, procedures and systems. Provide CAD and drafting support for a large staff of engineers, architects and landscape architects. Perform necessary maintenance and trouble-shooting with AutoCAD and Autodesk products including subscription management, file organization and clean up CAD files for project closeout. Respond to inquiries from design and construction professionals, while fostering a peer-to-peer learning process. Update and compose manuals describing step to step procedures for creation and management of CAD files while developing, implementing and enforcing CAD Standards. Update CAD standards as necessary to keep up with new AutoCAD versions. Provide training of in-house CAD users for AutoCAD v.2010 and Autodesk Civil 3D v.2009/2010. Maintain CAD document archive and retrieval for projects, including a catalog of saved projects. Coordinate development and production of analytical maps, reports, summaries and presentations on Capital’s work.
Qualification Requirements:
A master`s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have been included supervising staff performing professional work in the areas described above; or
A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive managerial, administrative or supervisory experience, as described in “1” above.
Additional Qualifications Preferred:
College-level professional training in computer science, public administration, public policy or economics.
Advanced knowledge of AutoCAD.
Knowledge of design and landscape architecture.
Computer literacy, including PC hardware, software and networks and Microsoft Word, Excel, Access, PowerPoint, PhotoShop, Q&A, SQL, AutoCAD, Civil 3D, Windows XP and GIS.
Working knowledge of Microstation DGN files v8 for retrieving and converting information to AutoCAD DWG format.
Excellent communication and customer service skills.
A commitment to teamwork and customer service.
